Good alternative to Edge Animate for SVG animation?

Hello,

Does anyone know if there is an animation tool that makes full use of the capabilities of the SVG file type? I understand SVG has a very robust feature set in terms of effects and animation, but is there a tool that allows us to use all of those things together?
