A part of my video exports fuzzy even with high resolution settings

Hi.  I'm trying to export a high resolution mp4 video in After Effects, and I made sure all of my comps were set to full resolution and the frame rates were the same in the composition settings and even though it looks good in the preview mode, one of my comps keeps coming out fuzzy when I export it. I've tried the following settings in the Render Queue:

-Render Settings: Best Settings

-Output Module: Format: Quicktime (Format options: Video Codec-H.264, Audio Codec- Apple Lossless)

-Log: Errors Only

And I've tried adding the video directly from After Effects to Media Encoder and tried these export settings:

Basic Video Settings

-Level: 5.1

-Render at Maximum Depth checked

Bitrate Settings

Bitrate Encoding: VBR 2 pass

Target Bitrate: 10

Maximum Bitrate: 14

Use Maximum Render Quality checked

None of these settings have worked.  Does anyone know what additional or different settings I could use to make it the best quality possible?  Or maybe there's a different format I could use?

Thank you.
