Adding shortcuts

Hi -

Using latest version of After Effect CC2018 and added a few shortcuts.

The ones I added at the application level work fine.

Also added a couple where you need the 'focus' to be on the 'panel' - but those don't seem to work at all.

Specifically, for Layer>Create>Create Shapes from Text, I added the command Shift T - and that shows up as the shortcut - but even if I open the specific panel (via Layer>Create) using SHIFT T does nothing.

Note, if I pick a combination that's available at application level (like CTRL SHIFT 1) the new shortcut works fine.

Would appreciate any info on how we're supposed to use focus/panel specific shortcuts.
