Standard 3D module is missing

I've recently updated to After Effects v16.1.2 and I'm now receiving the following error: After Effects can't continue: Standard 3D module is missing.

I've seen this error reported previously but I have not seen a satisfactory answer.

I'm currently running Windows 10 1903 Build 18362.329 on a Dell Inspiron 5767 with 16GB of memory. I installed AE with my virus and ransomware protection turned off.

My file and folder permissions are fine and my user account is fine. Please don't bother to tell me to reinstall Windows 10 or delete my user account because that's not happening. Any other advice will be greatly appreciated.
